 Looking at the diff, it looks like (a) is repeating identical "style
 :header-footer-properties" XML tags within the same parent XML sections
 while (b) does not.

 Perhaps the ODT XML schema (or Oo.org's interpretation thereof) limits the
 repetition of these elements?
