 Duplicate of #9789, and this is an upstream problem.  Closing.

 Sugar has an open ticket relating to this. See
 [http://bugs.sugarlabs.org/ticket/1884 sugarlabs.org #1884] (use system
 settings instead of user settings for NetworkManager).
