 So...it turns out that you have to implement VIDIOC_ENUM_FRAMESIZES too or
 gstreamer throws a fit and silently refuses to try to negotiate frame
 rates.  (As an aside, it's a good thing the XO is such a durable machine;
 encounters with gstreamer tend to inspire me to throw my keyboard - and
 anything attached thereto - out the window).  I have implemented both
 commands; gstreamer will now deign to acquire and display video at lower
 frame rates.

 The changes have been pushed to my olpc-2.6.31-cam branch.
