 Interesting; I wonder how gstreamer is trying to control things?  Worth
 looking into.

 Meanwhile, the frame rate as set by sfrate should be persistent until some
 other application changes it, so once per boot.  But, (1) sfrate is a
 debugging tool, there may be a better way, and (2), if you want, the
 initial frame rate can easily be made into a module parameter so that the
 camera just comes up that way, with no need to run a separate application.
