Comment:

 Fix is in olpc-utils 0.89.1.

 It actually doesn't revert #7495 -- I added a separate codepath to handle
 upgrades (presumably done via olpc-update) differently from initial boot
 on a clean install.

 Upgrades trigger the dialog (because the olpc-update driven upgrade won't
 have covered activities), but new installs don't.
