 What is particularly confusing is that "activity updating" needs to access
 a remote server.  I've seen instances where the "update your activities"
 prompt comes up *before* a remote connection has been established by the
 first-boot system.

 #7495 does mention that such a situation ought to be tested for, but I'm
 not sure that the existing implementation adequately checks for whether a
 working connection with the server exists.
