I agree, documentation for USB based booting of F11 for XO-1.5 builds is
not yet complete.

Correct, this file is not useful for creating a bootable USB device. It
is for use by OFW in writing to SD.

directions, but the XO-1.5 boot process stalled when booting from that USB
stick.
I could not find these instructions. The instructions I did find related
to Sugar builds, not OLPC builds.

copying the content to the USB stick, and adjusting directory placement, I
was able to boot the XO-1.5 as far as having a text console - but appeared
to be missing devices.
This is most commonly caused by not using --numeric-owner when expanding
the content with tar. Please check the process you used and ensure
--numeric-owner is used.

OFW had problems with that USB stick.
What did OFW say about it?
Can we have someone who knows how to do this write it up on the wiki,
