 You are looking at how I got to the problem.  I was looking at "what might
 this problem indicate?"  [I tried to discover the 'syntax specification'
 for yum.conf, but was unable to find such a document.]  I see two
 possibilities --

 Possibility 1:  It is legitimate to use "include=" to fetch options into
 yum.conf.  In that case, once XO-1.5 support is brought into F12, I will
 file a bug against F12 for not supporting that usage.

 Possibility 2:  It is not legitimate to use "include=" to fetch options
 into yum.conf.  In that case, I would expect XO-1.5 support in F11 to not
 introduce that usage.
