Comment:

 OK, I finally got my hands on a WEP-capable AP and reproduced this. My
 theory above was correct and this patch has been pushed to fix the
 problem: http://dev.laptop.org/~dsd/20090129/encodeext-fix.patch

 kernel-2.6.25-20090129.1.olpc.a3e1b6fe884eb2d is queued up for next
 staging build.
