 With more testing (candidate-800) the pattern I see is:

 If wlan is connected to my Access Point, then suspend will power-down the
 wlan, and battery will last a long time in suspend.

 If wlan is connected to a Simple Mesh, or searching for a mesh, then
 suspend will leave wlan powered up, and battery will run down during
 suspend.

 When I ran build 767, the XO reliably connected to my AP, so I was not in
 a position to observe wlan being powered on during suspend.  With
 candidate-800, the XO rarely connects automatically to my AP (for which
 there is an outstanding ticket).  If I don't need the net, then my XO will
 typically be connected to a Simple Mesh, then suspend leaves wlan powered
 on, draining battery.

 The question remains:  bug or feature?
