 No, you are not.

 "wait for dim screen and idle suspend" means just that.  Wait for the
 screen to dim and idle suspend to begin.  It doesn't mean wait for screen
 to dim alone.  It doesn't mean wait for the screen to dim and then assume
 idle suspend has begun.  If you want me to be more exact, the procedure
 is:

  * cease generating input,
  * watch, and wait for the screen to dim,
  * watch, and wait for the power LED to extinguish,
  * watch, and wait for the power LED to blink at least once,
  * continue.

 Without waiting for these events, it isn't possible to test resume.
