 Continues discussion from #8622. We need to decide what is the value there
 that gives us the most information and future flexibility.

 In short,

  - /etc/olpc-release right now contains '11.0.0'

  - /etc/olpc-release is used by sugar-update-control to decide which Sugar
 Activities URL to query.
