 Some speculation, applicable more to #9565 ("system freeze"), but that was
 closed and re-pointed here:

 When I install a new build, I open Terminal and apply customization.  This
 includes editing ('vi') and copying ('cp').  Just about on every install,
 one or two of these (in my mind "simple") operations will "freeze" for
 more than two seconds, then continue.  In my mind I had thought of
 "garbage collection" -- but perhaps this temporary freeze occurs because
 something happens to present the system with a stream of interrupts.
