 We need a reasonable power mgmt scheme for the XS-on-laptop scenario. At
 least

  - keep on when lid closed (we get that with no PM tool)
  - event on low battery --> trigger orderly shutdown

 Also desirable
  - small mem footprint (0 if possible!)
  - event driven - instead of polling
  - works on XO and other laptops
  - works with UPSs (?)
