 understand you correctly, that design incorporates both of these
 characteristics.  I am proposing an additional extension of this design to
 include current running instances.

 Wouldn't it be that running instances would already be the most recent
 Journal entries, and therefor with the Design proposal for showing most
 recent Journal entries on the Home view (icon click resumes most recent,
 hover over icon and use palette to select one of last N Journal entries
 for that Activity), running activities would be at the front of the queue.

 Clicking on a running entry in the Journal will already auto switch to the
 open instance, so this behaviour 'just' needs to move to the Home view.
 Sorry if I missed some other behaviour subtlety you were shooting for.
