 XS 0.5 will serve activities on the URL http://schoolserver/activities/,
 but v8.2 laptops do not know that and try to download from the wiki.  This
 is bad because the school might have no network (or bad/expensive
 network).

 This comes out of #7912, and is related to #8499.
