properly behaved, it should quiesce the queue and wait for all outstanding
commands to timeout or cancel them.
Maybe -- what if we're in the middle of association? That seems to be
what most of the timed out commands are, and it's iwconfig/layer 2 rather
than ifconfig/layer 3.
