Machines upgraded from old versions may permissions on their owner.key.*
files changed to 755, which ssh does not like as it assumes that the
 machine is multiuser.

The mode is not particularly vulnerable in our case -- due to the strictly
 single-user usafe model.

It's unclear why this happens, it may be related to the upgrade process,
as we've seen it on upgraded machines (656 to 8.2 for example) but fresh
installs if 656 don't show the problem.

The workaround is to enforce good permissions from the ds-backup scripts.
