 we checked the two remaining "fresh" new-touchpad laptops that we got from
 quanta, to see if perhaps we inherited the root-owned config file from the
 factory.  one machine had the config file, with normal ownership.  the
 other machine did not have the config file at all.  this makes me
 suspicious of whether those machines were really "clean" to start with.
