 IMHO, there are really two bugs here.  One is that NM is declaring offline
 mode in response to suspend.  Its state machine needs to be fixed.

 The other is that Firefox doesn't allow access to local servers in offline
 mode.  This is a known bug in Mozilla since _2001_.
