determined by the hash of the essid. In this manner, it will be more
likely (but not guaranteed) that an AP will appear in roughly the same
spot each time. Still, this could be an improvement over what we have
now.
This is what I was originally thinking of. Placement based on hash, plus
a fix-up step to jiggle things so they don't overlap.
