Comment:

 It doesn't necessarily need NetworkManager support: no scanning for
 cloaked APs is possible (or desired).

 /usr/share/sugar/shell/hardware/nmclient.py wraps the NetworkManager dbus
 interface.  Adding a couple of extra objects to the return value of
 get_networks(), based on ~olpc/.customization/networks (say), would be
 sufficient to get appropriate UI created and functional.  That would be my
 suggestion, at least.  Eventually, sugar-control-panel should be able to
 edit/create the contents of ~olpc/.customization/networks.
