#6762: Why are we defaulting to maximum brightness?

 Release-candidate update.1 691 has a /etc/ohm/plugins.d/backlight.ini
which specifies maximum brightness on startup. Some medical conditions
cause a person to be easily dazzled by bright lights, and it probably
drains the power more quickly as well. Is there any good reason for
defaulting to maximum setting? Could a lower setting be the default?
