#6654: make it easier still to find a developer key

 We don't currently link to the developer-key form very prominently.  We
 should make sure that this is not an afterthought, but well cared for.
 The form itself should have a set of strings in pootle, and should be in a
 predetermined place in every build.  Having it in the xo-start bundle is
 not quite sufficient.

 To begin with, we should include a spanish-localized form at .devkey-
 es.html.  We should also make sure that the wiki page describing how to
 apply is up to date in all deployed languages.
