 Current status: working with wmb to tweak the firmware to look for keys in
 a special partition labelled 'security'.  This will allow reflash of the
 /boot partition w/o wiping out the user's activation lease and/or
 developer key.  The Early boot spec needs to be tweaked a little to
 accomodate this.
