 When performing a network upgrade on a secure machine from 703 to 708
 (olpc-upgrade -f candidate-708), the message below shows up. The
 information in the message is wrong and certainly gives you the impression
 the upgrade won't work. But it does work.

 WARNING: You seem to be attempting to download an unsigned
 development build, but you don't have a developer key.  This will
 probably fail.
