#7230: Why does dbus (regarding Activities) depend upon X11 ?

From time to time, in my XO I look at the activity registry to see what
version of an activity the system thinks it is using. And sometimes that
fails - showing me instead a dbus error.

The most recent of these was because Sugar had not come up. I was
mystified by the error message "Autolaunch error: X11 initialization
failed". What on earth does X11 initialization have to do with whether a
script can read the content of the activity registry ?

[By the way, I remember earlier failures to read the activity registry
showing me symptoms like those described in #6812 ]
