Comment(by sjoerd):

 Looking at the salut log the salut side of things looks fine. It shows the
 following:

 At some point 61e1031e at xo-26-DF-80 gets a clique invitation from 639282a4
 @xo-0C-E6-67 after which a new muc channel is created (with an empty
 group!). To the muc the following things happen

  * 61e1031e at xo-26-DF-80 is added to local-pending of the muc with reason
 invited (no network traffic, this is just to indicate to the ui that it's
 invited to join this muc)
  * The UI/presence service/whatever calls addmembers, 61e1031e at xo-26-DF-80
 is added to
    remote-pending because of this (network traffic now starts happening to
 make the join actually
    happen)
  * 639282a4 at xo-0C-E6-67 is detected as being the only other node in the
 group, so it's added
    the the muc's members
  * As the joining phase now finishes your self handle is added to the
 group thus
    61e1031e at xo-26-DF-80. Which indicated to clients that the joining is
 complete

 The behaviour outlined here is the correct behaviour for a tp CM. It might
 be that the UI is confused at some point because it assumes the invitee is
 there but it's only added to the group when it's actually detected on
 Clique. So in the first few group permutation the invitee is not present..
