 I found a workaround while testing 2230 today.

 To get software update to install activities that it doesn't think are
 being installed (such as Browse, as was the victim in my particular case):
 * Delete the offending activity (hover over it in the Home view and click
 on Erase)
 * Re-run Software Update.

 That should work fine until we have a real fix in place.
