#7563: system doesn't boot when 'X' game key is pressed

I use a "permanent" SD card, which has file /security/develop.sig on it.
If I try booting an XO with the 'X' game key pressed, OFW (Q2E11) tells me
"Boot failed" and powers-off the XO.

What I wanted to do with this XO was to upgrade it from a build with
activities in /usr/share/activities to a build with activities in
/home/olpc/Activities. I've installed the newer build, but ran into this
problem when trying to "populate" the new build with Activities.

The wiki descriptions (for example, see page "Release Notes/8.2.0", topic
"Upgrading from Previous Releases", subtopic "to install an activity
pack") specify ONLY that (with a customization flash drive inserted) the
XO should be booted while holding the 'X' game key. [Result: looks like
I'll have to add Activities manually, one by one.]

The modern trend is to "make it simple for the user". Wonderful if it
works. But my principal complaint in this situation is that the
descriptions do __NOT__ say how to work around the "automated" procedure
not working. [I'm not ready to try without my SD card -- it can take me
10 minutes with the tweezers to extract that card.]
