 I have all the behaviors mentioning in #5459 coded; remaining work is a)
 tidyup (I've had to get knee-deep into sugar's NetworkManager
 interaction); b) some coordination about some sugar vs. sugar-toolkit code
 placement questions; and c) draw up test cases and run them myself before
 asking for a review.  The patch is not tiny.
