 Some downstream partners (like Uruguay) disable access to the root account
 on their machines. There are several system configuration actions which
 presently require root access to perform, for example, installing
 developer keys w/out a USB key and setting the timezone.

 Which typical configuration tasks require access to root's authority?

 What features need to be retested with root access disabled?

 Are any of these features necessary even when the human operator generally
 does not have unrestricted access to root's authority?
