 Does this happen every time, or only occassionally?  Do you need to
 interrupt the first boot?

 The failure modes involving tree creation are addressed by using the
 image-builder tool, which precreates the hardlinks, assuming you've got an
 up-to-date mtd-utils installed.  (It will be fixed in pilgrim when it's
 fixed in F9.)
