 The process for unscheduled SW releases is a good thing, and I support it
 wholeheartedly, but it is not entirely apropos to the original issue
 raised by this ticket.  Q2D07 has already been released, since
 manufacturing has been putting it on machines for some time.  The issue is
 how to ensure timely availability of upgrade images for software that has
 already been released.
