 Currently if someone sends you a 1:1 IM via the XMPP server or via link-
 local XMPP, or invites you to a normal MUC, then Gabble or Salut creates
 the appropriate text channel, and presence service entirely ignores it.
 This upsets people a great deal, because it means if they can speak mDNS
 /link-local or are on the XMPP server, and using a normal client, they can
 see you, but not interact with you.

 This is entirely unintentional, and just because the presence service
 doesn't deal with these channels appearing. We should make the chat
 activity able to operate on 1:1 channels, and then modify the the presence
 service to "upcast" bare text channels into activity invitations.
