I know how these things work, but it does in Texas, the second most
populous state in the union. :) (I can't help it if the legislature was on
crack) The first link in my comment "Using the 802.1X protocol will ensure
that UT Austin complies with federal, state, and UT System regulations
that require authentication and encryption for wireless network
resources."
I've no doubt this varies from state to state and also I'd bet that 802.1x
isn't the only acceptable solution, but it is what all the public
universities in Texas have adopted (and other schools in other states)
making it not an obscure protocol.
