 I thought at one point that olpcupdate would be clever and remove the
 inhibit-suspend files next time it tries to acquire them and notices that
 they contain a stale PID.  But that turns out not to be the case: we
 handle stale lock files in /var/run correctly, but we assume that if there
 is an /etc/ohm/inhibit-suspend file, whatever its contents, that they user
 meant for it to be there.
