Comment(by gdesmott):

 PS emits the BuddyAppeared signal when we don't have buddy's key yet. So
 sugar identifies it as the buddy associated with the "" key. As it already
 have a buddy who doesn't have a key (my empathy account), the new contact
 is not displayed.

 Everything works fine the patch attached to #4656 as then buddies are
 identified using they paths instead of their keys.
