Comment:

 I do not like the delay option.  Adding a time dimension just makes it
 more difficult to understand the behavior.  It's bad enough that pointing
 to something off-screen makes the frame pop up.

 Also, the frame really isn't that useful during an activity.  It's not how
 I switch between activities.  I need to go back to the Home screen (F3)
 for that.  I'm not sure I would ever want this frame to pop up while I'm
 in an activity.  (Before I launch another activity, I want to check the
 Activity Ring for what's already running, but maybe that's just me.)

 After further consideration, I suggest that the edges of the screen
 (including the corners) be reserved for soft-hiding of the activity
 toolbars when in Activity mode (F4).  To say this another way, the frame
 area should be used by the (optional) application toolbars, not by the
 sugar toolbars.  (The Neighborhood, Group, and Home screens should
 continue their current use of the toolbar.)
