#6599: update.1 build doesn't freeze dcon when shutting down

 Somehow we've regressed and we no longer freeze the dcon when we shut down
 in build 691 and later.  This means that we get an "ugly" text console for
 a while before we see the "pretty" UL warning screen.

 Sugar should freeze the dcon when 'shutdown' is selected from the home
 menu; this old patch is still hiding somewhere in the version control
 system for sugar-shell.
