This requires us to distinguish between multicast and unicast packets when

Those applications doing multicast/broadcast will break our mesh, so need
to be modified anyway.
Let's be safe by default, and give specific applications permission to do
crazy things. Otherwise we'll be in the situation we're in now: with an
unusable mesh.
