Comment:

 I'm actually in disagreement with this.  As the primary (only) repository
 of the users files, I think it's actually nice to maintain the traditional
 alt-tab functionality with the Journal.  The Journal is positioned much
 like an activity with the UI and within the new Frame design, so I think
 it would be counterintuitive to treat it otherwise.  Additionally, I can
 think of a number of reasons to want to have a quick way to switch back
 and forth between it and a given activity.

 In the interest of getting further feedback, and in exploring
 possibilities for customizing these behaviors for those who want to hack
 with things, I'll leave this ticket open.
