 The control panel will have a "Security" section.  It seems that this
 would be a reasonable place to manage such keys.  I agree that making it a
 full blown activity seems somewhat strange.

 In the new Journal, we wouldn't necessarily need to expose the key as a
 file in the Journal; instead we could simply log the action "Installed a
 key which expires in..." to keep the record of it.  The control panel
 seems the best place to actually manage this, though.
