 There was a lot of discussion months ago, and even a design by Eben for a
 Sugar control panel, in #3239.  Half the job was finished (making the
 sugar-control-panel command script), and then somebody closed the trac
 bug.

 This bug is to track implementation of the Sugar GUI Control Panel, which
 seems to have fallen off the radar.
