 Ran into this too (build 653) and tried to understand it to offer a
 patch... but no luck, weired: The xhtml page behind about: has that <body
 dir="&locale.dir;">.  Now the locale.dir IS actually defined in the
 <!ENTITY % globalDTD SYSTEM
 "chrome://global/locale/global.dtd">%globalDTD; ... and if you type
 chrome://global/locale/global.dtd in the Browse address bar, it certainly
 does exist - and defines <!ENTITY locale.dir "ltr">.  Not sure why this
 isn't working.
