   It is basically meaningless to compare number of words in POs of
 different languages and complain those are different numbers, while
 comparing number of translatable phrases or POT version would make sense.

 In this case numbers of translatable phrase are different among languages;
 Some language POs are based on old POT.

 Here are excerpt from POT header for some languages.

 German:
   "POT-Creation-Date: 2008-08-27 15:31-0000\n"
   "X-Etoys-SystemVersion: etoys3.0 of 24 February 2008 update 2101\n"

 English
   "POT-Creation-Date: 2008-06-20 00:53-0000\n"
   "X-Etoys-SystemVersion: etoys3.0 of 24 February 2008 update 2029\n"

 Japanese
   "POT-Creation-Date: 2008-08-27 15:31-0000\n"
   "X-Etoys-SystemVersion: etoys3.0 of 24 February 2008 update 2101\n"

 Sinhara:

 How these POT variance has been brought in if Pootle merge POT
 periodically?
