 Not sure why I can't reproduce it.  I'm pretty sure I've never seen it
 before (though #7415 is a less obvious than this one), and I've checked in
 plenty of noisy environments that fit the suspected criteria:

 1) one/more laptops besides the XO associated with an AP

 2) (possibly) laptop(s) from 1) must be associated with the same AP as the
 XO

 Hopefully others can make more progress.
