 Turns out the init script was at fault. It would create:
  /var/lock/subsys/cerebro
 but it would not delete it in the "stop" section of the script. It now
 gets deleted. I tested this with cerebro version 2.9.14 and it shuts down
 fine now.

 Please test it also, before closing the ticket:
