 <c_scott1> marcopg, homunq: yes, the idea is that for 8.2 it's
 customization key, pre-install, or manual unzip only.  For 9.1 I plan to
 poke m_stone firmly until he gives me a reasonable security policy for
 actually upgrading these things.

 OK. So I will review/fix/land this one.
