 It tries the mesh first?  Is that really the desired behavior?  I thought
 we wanted association with a school server or AP to be preferred.  I
 understand the G1G1 issue, but at least they will be receiving near up-to-
 date activities with their new machines.  I'm not sure that we can do
 better, at present, than preventing the CP from launching automatically.

 I'll take this moment to also point to #7969, which discusses what we can
 do in a no-activities-installed case.
